Administers federal programs for development and management of multifamily housing, housing counseling, and homelessness services. Home buyer education Down payment assistance Home improvement loans i.e.. CHIP (Community Home Improvement Program) which is for low income homeowners (limit is 120% of median income) to make repairs or improvements to their home. Interest rate is 2.9%. Administers home-buyer education and other housing programs

HAPI's purpose is to facilitate very low to moderate income households in securing and/or refurbishing good quality, affordable housing. Provides no-cost Home Buyer Education classes, closing cost assistance, home repair/rehabilitation grants, and builds a variety of houses in the moderate income price range.
