CHIP (Community Home Improvement Program) which is for low income homeowners (limit is 120% of median income) to make repairs or improvements to their home. Interest rate is 2.9%. HAPI's purpose is to facilitate very low to moderate income households in securing and/or refurbishing good quality, affordable housing. Provides no-cost Home Buyer Education classes, closing cost assistance, home repair/rehabilitation grants, and builds a variety of houses in the moderate income price range.
