Mortgage and utility assistance for South Dakota residents through Homeowner Assistance Fund (HAF). Mortgage assistance: This program is a LOAN program, up to a maximum of $25,000, will be in the form of a zero-interest loan, payable when the property is either transferred/sold or refinanced. Applicants will be required to contact their mortgage service provider to determine if other alternatives are available. Homeowners in need of immediate assistance should contact their loan servicer to discuss alternative options to prevent foreclosure or a HUD-approved Counseling Agency. Available utility assistance is not a loan, but a grant, so utilities will NOT have to be paid back. Must meet the following criteria: Income qualifications (vary by county) Household has experienced a significant financial hardship due to COVID-19 on or after January 21, 2020. (Must be COVID-related) Household can demonstrate a risk of housing instability or homelessness which may include a past due utility or mortgage notice. They will be notified by email when they become eligible to reapply and they can log on to their applicant dashboard to reapply. Applicants are also free to reach out to their caseworker directly with questions about additional funding.

Services include spiritual services, utility bill expense assistance (on individual case basis), rent payment assistance (on individual case basis), mortgage payment assistance (on individual case basis), clothing, shelter, emergency services, character building programs, and offer some hotel assistance if funding allows. Please note - there is no physical homeless shelter, but shelter may be provided in the form of a hotel voucher (if funding is available).

The American Red Cross works in partnership with Military Aid Societies to provide financial assistance to eligible applicants. Assistance can include funds for emergency travel, burial of a loved one, emergency food and shelter, etc. The Aid Societies determine the financial assistance package that will be offered through a grant or a loan.

A financial resource that covers rent or mortgage payments for adult cancer patients needing surgery with a recovery time of 6-12 weeks. Patients who do not need surgery and need to go through chemotherapy and/or radiation will get up to $250.00 a month up to 16 weeks of treatment.

The county is a resource of last resort, available only after all other resources have been exhausted. Any applicant who receives assistance will have a lien filed in their name for that amount and will be responsible for repayment of that lien to the County. Requests for assistance with: - Rent - Partial assistance with rental deposits are very limited. - Mortgage - Partial assistance of one month's payment if applicant meets program qualifications. - Utilities - Partial assistance with past due bills for water, electric, natural gas and propane usage. - Additional utility charges and fees limited to the availability of grant funds. - Transportation Costs - Assistance with bus passes or gasoline for verifiable medical appointments or new employment. - Medical - Assistance may include emergency prescription medications, specialty physician services, hospitalizations, and insurance premiums. Services may require prior approval. - Burial or Cremation - Pennington County residents without resources or family members to assist.
