LSS Center for Financial Resources provides financial counseling and education, housing resources, and debt management. Services include: Financial Education, Financial Management/Budget Session, Debt Management Program, Bankruptcy Counseling, Credit Report Consultation, and Student Loan Consultation. We also offer Housing Resources including: First-Time Homebuyer Sessions, Homebuyer Education Seminars, Homeowner Financial Management Sessions, Mortgage Foreclosure Prevention, and Rental Housing Counseling and Education. Meets with clients to review their spending plan and overall financial situation. This includes creating and reviewing a spending plan, taking a look at any debts they have, identifying the cause of any financial issues, and exploring options and solutions specific to their situation. Lutheran Social Services does not consolidate debt. The debt management plan allows clients to make one monthly payment through the LSS agency to their creditors. This helps clients pay off debts on a budget that works for them. If this is not a realistic option, the certified credit counselors will work to create an action plan to explore other alternatives.

Weekly small group opportunities for men and women in the Codington County Detention Center, as well as at downtown office location.

Downtown office space allows for sober social opportunities to build healthy community.

• Wellness center passes to support a healthy lifestyle

Sober living homes; up to 5 women can live in the women's home at a time and up to 6 men can live in the men's home at a time, rent free with case management services to help individuals move toward financial stability, employment, and permanent housing.

Provides the following programs and services: Insures mortgage loans for single family and multi-family housing for new construction and rehabilitation. Funding for several rental assistance programs throughout the state. Assists persons in filing a discrimination complaint regarding a fair housing issue. Community development and housing project funds to Sioux Falls, Rapid City and the State of South Dakota (for grant distribution to small cities). Grants are available to non-profit and community organizations for a number of projects including homelessness, fair housing, housing counseling, public housing, and community development.

Westside Apartments is a low-rent HUD establishment with 20 units, with laundry room and community room.

Administers the federal section 8 Housing Choice voucher program an income based program with assistance for the disabled, elderly, and working poor. Program has a waiting list and does not have emergency assistance, process includes filling out an application to be on the waiting list. As vouchers become available, applications are processed for eligibility certification. If a family is determined eligible, they will receive a Housing Choice Voucher to be used in existing rental housing that is not subsidized through another program. Lists of subsidized housing and rental properties are available.

A free internet housing locator website, which provides information on everything from apartments to single-family units, including Section 8 and accessible properties. The service is free and provides the option to view properties by location, so you can choose by neighborhood and proximity to schools, churches, and public transportation. Website offers the following options: HUD Locator, Rural Development Multifamily Housing Rentals and full list of South Dakota's Public Housing Authorities.

Veterans Stand Down event provides education and information about Veteran services and benefits to Veterans and their families in the West River region. The event also includes haircuts, clothing, hygiene products, employment services, legal assistance, housing referrals, eye screening/reading glasses, readjustment counseling. A free meal is served at all locations.

Stop by during regular business hours to pick one up. If there are no printed lists in the lobby, please call and tell the office so they are able to resupply. Note, the properties on the list are not affiliated with Sioux Falls Housing, and SFH is not responsible for the keeping the information current. Sioux Falls Housing does not help people find housing, they just provide the list. As of September, 2025, Sioux Falls Housing and Redevelopment Commission has closed the mod-rehab waitlist, the housing choice voucher waitlist and the Hopwa waiting list. The South Dakota Housing Development Authority (SDHDA) has information and resources for those seeking affordable rental housing.

Hope Prison Ministry helps men or women by giving them a hand up so they have the means to start their lives anew after release from incarceration, by providing them with clothes and resources they need to find food, transportation, housing, and other items deemed reasonable on a one-time basis. Offers fellowship and friendship beyond the walls. Mentoring Programs: Focus on one-to-one positive interactions with inmates with the goal of preventing a return to criminal behavior. P-2 Project is a person-to-person visitation program that provides one-to-one visitation with a jail inmate. M-2 Program is a man-to-man visitation program that provides one-to-one visitation with an inmate at the South Dakota State Penitentiary.

Services include operates subsidized housing for eligible Native Americans, supportive apartments, and market rate apartments for anyone. Maintains a list of rental units in the community. Priority is given to those enrolled in federally recognized tribes.

The Objective Zero App connects service members, veterans, their families, and caregivers to peer and civilian support through voice, video and text and to mental health and wellness tools and resources. The app is free to download and free to use.

Administers HUD's Section 8 Housing Choice Voucher program. The Voucher Program is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes and apartments. The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects.
