Provided to prevent shut-off of current residence utilities only (not for deposits or previous addresses). Assistance is for a one-time emergency situation, not on a yearly basis. Client must have tried seeking assistance from Minnehaha or Lincoln County Human Services prior to caseworker visit. The maximum assistance provided is capped at $250.00. The client must provide: Notice of action from Minnehaha County or Lincoln County disconnection notice proof of income includes the following: Wages, self-employment, Child Support, Alimony, Social Security, SSI, SSI State Supplement, BIA GA, TANF-Food Stamps, Unemployment, Worker's Compensation, Section 8, Veteran's Benefits, Retirement, Pensions, Annuities, Dividends, Rental Income, Tribal Lease, Per Capita Income, Prizes, Money from Family or Friends, and/ or all other sources of income for all persons living in the home. Picture ID for all adults in the household Social Security numbers for everyone in the household Name and date of birth for all children in the household

Provides the following financial assistance: Economic Assistance: Provides emergency assistance to those in need. The amount of assistance granted is established in the County Guidelines and the Federal Poverty Level Guidelines. Economic assistance is not an on-going program, but is designed to address the immediate need. For all assistance granted, state statute requires that a lien is placed against the individual. Due to the attachment of a lien, the individual is encouraged to exhaust all other resources prior to making application with the county. The county will assist in making appropriate referrals and can act as an advocate on the individual's behalf. Types of assistance include: utility assistance (disconnect notice required), emergency transportation (gas voucher or but ticket), emergency shelter (one night hotel stay), and rent assistance (does not help with first months rent or rental deposit). Rent assistance is only for those individuals who have received a sheriff served 3-day eviction notice. Having the notice is required. Also, resident must have live in Davison County for at least 60 days. Medical Assistance: The county is a resource of last resort and requires that all other resources be exhausted first. Medical assistance is determined by a formula established in state statute. The individual's availability and affordability of health care coverage will be one determining factor of eligibility. All medical services must meet the criteria of medical necessity set by state statue. The county works directly with medical providers and past and current employers in assessing eligibility. The county must approve non-emergency medical procedures prior to the services being performed. The county investigates any potential third-party payee. If the county approves financial assistance, a repayment plan will be established. Types of assistance provided: medication assistance and hospital bill assistance. Funeral Assistance: Davison County Welfare provides financial assistance for funeral services and burials for qualified individuals.

Rural Office of Community Services, Inc offers the following basic needs services:

• Emergency Rental Assistance

Must be behind (i.e.: if rent is due on the 5th, come for assistance after the 5th). Eviction notice is not required, however, there will be a form the landlord needs to complete the verify rent is past due.

• Emergency Utility Assistance

Must be behind AND have disconnection notice. Employment Program Food Vouchers Homeless Prevention and Rapid Re-Housing Public Transportation Pass Program

• Security deposit or first months rent

Auditor services include auditing of all financial records of the County, apportioning of taxes collected by the Treasurer to be disbursed to the schools, cities, and other special assessment entities, County accounts payable, accounts receivable, payroll, budgets, and tax levy, beer and liquor licensing, County liens, recorder of the minutes for the Board of County Commissioners, and maintains all voter records. Notary Public services available. Some fees may apply. Administers all elections at the county level or above Based on eligibility guidelines, Welfare services include medical assistance, utilities assistance for disconnect notices on heating bills, and burial and funeral assistance.

The SSVF program provides homelessness prevention and rapid re-housing services to help Veteran families keep, or rapidly transition to permanent housing. For veterans and their families that meet all eligibility criteria and are enrolled with the program, the program can provide: Outreach to Veterans Case management

• Financial assistance (for securing/preserving housing)

Utility assistance for water, lights, and heating for current, past due, disconnection notices, previous address, and deposits Rental assistance Security deposits

• Other financial assistance

Child care costs Moving costs Transportation expense Help applying for Department of Veterans Affairs assistance and other benefits Help connecting Veterans with other community resources and services

Provides emergency assistance for those in either Minnehaha/Lincoln County with rent and deposits, Utility bills: Must have a disconnect notice for water, lights, or heating; Food and non-food items, Burial: Clients should begin by choosing a funeral home and meet with them prior to applying for assistance through Minnehaha County. Also provides transportation assistance, dental care, medical care (hospitalization) and Medications. Minnehaha County residents can also receive assistance with Shelter, Gasoline or bus ticket for transients/nonresidents stranded here and needing to get home. Out of town travel assistance is not offered to MC residents. Identification and or birth certificate (if needed for the purposes of obtaining employment/housing). The majority of assistance provided is in the form of a no-interest loan for which a lien is created. The client does not receive any bill from County but is expected to repay the debt, starting in a time frame created by the caseworker. Applicants can choose to walk-in to the office or receive a phone call to complete an interview. Those applying for transportation, medications or ID/BC assistance should come into the office to apply.

Community Outreach assists people who are struggling with basic financial and non-financial needs by providing information, referral to other resources, and where appropriate, financial assistance in the following areas:

• Rental/security deposit and/or 1st month's rent for people seeking housing

• Prevention assistance:

• Utility shut offs (for water, lights, and heating). Must be either past due or disconnected.

Available twice a year. An ecumenical ministry supported by churches, Sioux Empire United Way, and other individual donors.

Assists with rent assistance for eviction notices, utility assistance for disconnect notices, hotel stays (does not provide a homeless shelter), gasoline or bus pass for stranded motorists or for medical reasons, assistance after a disaster (i.e. house fire, flood, etc.), and prescription assistance for qualifying medications. The needs of the individual/family will be assessed, and certain documentation may be required (ex. driver's license). After business hours, The Salvation Army of Brookings County works with the Brookings County Sheriff or City Police to help individuals and families in the case of an emergency/immediate need.

The Auditor is the keeper of County records and acts as a bookkeeper of County business. The Auditor is responsible for County Commissioner meetings including scheduling, agenda, business follow-up; Preparing the County's budget, Audit bills or other claims against the County and prepare the warrants in payment of these bills, Figuring the mil levy, and Head election officer of the County. Welfare services include medical assistance, utilities assistance for disconnect notices on heating bills, and burial/funeral assistance. All assistance is based on eligibility guidelines. All applicants are required by law to repay the county for assistance given, per SDCL 28-14. County is payer of last resort after all other resources have been utilized.

Coordinating community members needs with available assistance from local churches. Programs include food pantries, diapers, personal care items, and life skills classes. Some services require participation in programming.

Utility assistance (anyone served by MDU, Black Hills Energy or West River Electric) can be helped through this program. Bill must be 30 days past due. Help is available when funds are available. Church Response does NOT help with rent expense assistance.

Financial assistance is provided to households who are willing to go through financial education and learn to be accountable for their spending and saving. Services include supportive housing for adults, rapid re-housing for families, homeless prevention for families, rental assistance, utility assistance, financial advising and education, food box program, clothing closet for adult and children, representative payee services for individuals on SSI/SSDI, and street outreach.

The program assists with household heating costs for propane and fuel oil July 1 - April 30. For electric and gas, meter readings October 1 - May 15 are eligible for payment. Energy funds are distributed on a first come first serve basis. Applications received after March 31 will be processed for the next heating season. The program is designed to provide a supplemental payment to the primary heating cost of a home. Eligibility and assistance amount is based on household income, heating type and region, and number of persons in household. In heating crisis situations, such as disconnect for primary heating source, refusal to deliver or cash on delivery, eviction (if heat is included in rent), or furnace problems, contact the office for emergency assistance. Provides medical, hospitalization, and burial assistance to low income clients per statute. Any non-emergency medical treatment requires pre-approval. If applying for rental or utility assistance, all other resources must have been exhausted first. Economic assistance is for current amounts only. No payment for deposits of any kind. Assistance does require payback and a county lien is filed until paid in full.

The county may be able to assist with the following: Medical Assistance: for indigent residents of Lawrence County who do not have health insurance or any other means of paying medical bills. Economic Assistance: for rent, utilities, and burials. Rent and utility assistance may be approved once in a 12 month period.

Responsible for commissioners proceedings, agendas, and records, accounting records, revenue and expense reports, voter registration and elections. Businesses apply for beer and liquor licenses with the auditor. The auditor also figures real estate and mobile home taxes and handles county bid lettings. This office oversees one time, last resort/emergency assistance for residents who need help with burial expenses, medical indigent claims, prescription payment assistance and rent or utility payment assistance (to prevent eviction or disconnection). The Auditor and Treasurer work in conjunction to pay county bills. Notary Public services available. Some fees may apply.
