ICAP Housing Services provides the following programs: Rapid Rehousing and Homeless Prevention Programs: aims to help two specific groups - persons who are at great risk of homelessness and those who have become homeless. Weatherization is a service to assist individuals in providing energy efficient measures in their homes. A GROW South Dakota representative will conduct an energy audit on the home to determine what repairs are cost effective to increase energy efficiency and reduce the cost of utilities. Common repairs include: adding insulation in walls and attics, weather stripping doors and windows, minor repairs, and furnace repairs and replacements. Income guidelines determine eligibility.

​ Offers 3 services to help homeowners stay in their homes longer and with dignity: Home Essential Repairs - Interior repairs program allows homeowners to resolve interior issues that affect the livability of their homes. Examples of repairs include accessibility ramps, and other accessibility issues, plumbing repair, electrical repair and HVAC repair. A Brush With Kindness (ABWK) - ABWK helps low-income homeowners who struggle to maintain the exterior of their homes, allowing them to reclaim their homes with pride and dignity. ABWK helps revitalize the appearance of the neighborhood, strengthens connections within the community and helps preserve affordable housing stock. Aging in Place - Partner with families, communities and local organizations to help order adults improve their homes and their quality of life so they can flourish where they live.

Programs include the following: Furnace Replacement - Replaced if furnace is unsafe, costs more than 50% of new furnace to repair, is outdated, or is not cost efficient. Lead Hazard Identification - E.P.A. certified staff that will refer to local resources. Weatherization - For homes or mobile homes includes, but is not limited to, windows, doors, sealing vents, etc.

The Great Plains Regional office is responsible for the direction and oversight of Bureau responsibilities and activities in South Dakota, North Dakota, and Nebraska. The Office of the Regional Director provides program direction and supervision to 12 Agencies encompassing 16 federally recognized Tribes. Brings volunteers, contractors, families, and community members together to provide safe, affordable housing solutions for qualified low-to-moderate income individuals or families. Home Repair Project helps homeowners with minor to moderate exterior repairs and accessibility improvements to help them safely remain in their homes. Projects may include ramps, handrails, steps, doors, windows, painting, siding repair, and exterior safety improvements. Habitat Homeownership offers qualified applicants the opportunity to purchase an affordable home. Applications are accepted during designated open enrollment periods only. There is no ongoing waiting list. Services are dependent on funding availability, volunteer capacity, and seasonal construction schedules. Project availability may be limited. Note: this location does NOT have a ReStore.

The Repair Affair program has volunteers do free accessibility related repairs for elderly or permanently disabled homeowners. Event will be held Tuesday, June 2, 2026. Projects considered include wheelchair ramps, handrails, grab bars and replacement of knobs to levers. The deadline for completed applications will be Friday, May 1, 2026. To qualify, an applicant must meet the following criteria: Applicant must own and occupy the home Applicant or dependent, must have a permanent disability OR be 65 years of age or older The home must be within Lincoln, Minnehaha, McCook or Turner counties Applicant's home must be a single-family dwelling. Income guidelines apply, see application. Improvements will not be done on mobile homes. Materials are donated through the Sioux Empire Home Builders Care Foundation and through the Housing Division of the City of Sioux Falls.

LIHEAP (Low Income Heating and Energy Assistance Program) Heating, cooling, weatherization and crisis assistance for tribal members within Pine Ridge Tribal Land. CSBG (Community Service Block Grant) Limited household assistance for self-sufficiency, homelessness, medical, emergency travel, youth and community activities.

Programs include the following: Furnace Replacement - Replaced if furnace is unsafe, costs more than 50% of new furnace to repair, is outdated, or is not cost efficient. Builds homes for people in need: Habitat for Humanity builds houses in partnership with volunteers and people in need and then sells the homes to those people in need, known as partner families. Assists in restoration on exterior of existing homes for people in need: Volunteers (including youth groups), are organized and recruited by Hub Area Habitat for Humanity to assist with the following projects for income eligible homeowners including: Exterior painting or siding, Minor exterior home repairs, or Yard work including: weeding, trimming shrubbery, raking leaves (yard rehabilitation, not lawn mowing). This does not include tree trimming of taking down a tree. Help Build It Center: a store where items can be donated and purchased at discounted prices. Items consist of: light fixtures, bathroom fixtures, furniture, appliances, carpet, wood and tile flooring, windows and doors, paints and stains and other miscellaneous home goods.

Provides home rehabilitation forgivable loans (grants) of up to $35,000 to income qualified homeowners to make repairs to their homes. Eligibility guidelines include the following: home must be in Beadle County and owner occupied; must be current on mortgage payments, property taxes, and homeowner's insurance; and must meet HUD income limit guidelines. Provides the following services: ​ ​Rental Rehabilitation Program - Up to $25,000 per rental unit; $100,000 maximum per project, depending on equity. Funds may be used to replace roofs, siding, insulation, exterior painting or installing energy efficient windows and doors. Funding may also be used for interior updates. ​Single Family Housing Rehabilitation Program - provides financial and technical assistance for housing rehabilitation needs including but not limited to roofs, doors, stairs, painting, insulation, handicap accessibility, windows, electrical, plumbing and furnace replacements. Maintenance repairs are not included in this program. Loan payments are only required when the home is sold or is no longer the primary residence. ​Emergency Mobile Home Repair Program - provides up to $5,000 to help pay for emergency repairs. Maintenance repairs are not included in this program. ​Neighborhood Revitalization Program - designed to remove dilapidated housing structures which are unsafe, and replace with new affordable housing options. New, owner-occupied residential structures constructed and eligible for income qualified households to purchase.

BAHFH offers an opportunity of homeownership to families that otherwise couldn't afford to purchase one on their own. Applicants must have a need for better housing, the ability to pay an affordable mortgage and willingness to partner with Habitat for Humanity through our "sweat equity" program. Habitat provides homeowners with financial and homeownership counseling, opportunities to work on their own home, and homeownership with a payment they can afford.
