This office is the keeper of County records and acts as a bookkeeper of County business. The Auditor is responsible for County Commissioner meetings including scheduling, agenda, business follow-up, Preparing the County's budget, Audit bills or other claims against the County and prepare the warrants in payment of these bills, Figuring the mil levy, and Head election officer of the County. For families with insurance coverage, the Department of Health is an in-network provider for Sanford, Avera/Dakotacare, and Blue Cross/Blue Shield.

Rapid City utility customers can apply for a reduction of their monthly utility charges through the Utility Rate Relief Program. The program is designed to lower the monthly utility expense for senior citizens and people with disabilities.
If qualified, the rates charged for all utility services billed to the applicant will be reduced by 25 percent for a period of two years or until the renewal date established by the Public Works Director. Applications are accepted at any time, but renewal requests must be received by April 30 of odd numbered years for participants to remain on the program.

Children's Health Insurance Program (CHIP): Coverage includes such things as doctor, hospital, prescription drugs, counseling, dental and glasses. Insurance for children up to age 19 at no cost to the family if the income is below certain income levels found on the Federal Poverty Guidelines. If the family income is below 140%, the children may be eligible with or without private health insurance. If there is insurance, CHIP will pay the deductibles, co-insurance, and possibly some medical services not covered by the private insurance.
Medicaid: Health care coverage for people who qualify. To be eligible for Medicaid, individuals must fall into a coverage group and meet certain financial and non-financial eligibility criteria. Provides help for older adults and people with disabilities.
