Provides limited emergency financial assistance as a last resort for those considered indigent and are residents of Brookings County. The office may assist if an individual is behind on rent or utilities, or needs prescription medications that insurance doesn't cover, emergency medical expenses, county burials and funerals. They also help with vision referrals to the Lions Club. Individuals must reside in Brookings County to be eligible for services. Assistance is not free, any assistance granted will be liened by Brookings County and will be required to pay back.

ICAP Children and Family Services include the following: Half Day Services: Eligible children ages 3 - 5 will receive 3 1/2 hours of center-based preschool, 4 days per week, September - May. (limited locations) EHS Home Based Services: A home visitor meets with eligible women who are pregnant and/or families with children under the age of 3 once per week for 1 1/2 hours (at a regularly scheduled time). Group socialization meetings are held twice per month. Child Development Center: Madison and Sioux Falls (ages 4 weeks - 3 years) can receive early childhood services and childcare each day year-round at ICAP's childcare center.

Pregnancy Counseling supports mothers as they experience the many emotions and decision that come with facing an unplanned pregnancy and help find the options that will work the best. Assistance with medical costs associated with pregnancy may be available. Some infant items are also available (layettes, infant clothing, etc.). Licensed social workers are available to travel and meet mothers involved in a crisis situation. Crisis pregnancy meeting sites will be kept confidential and be convenient for the mother. Start Making It Livable for Everyone (SMILE) classes for separating and divorcing parents with children under the age of 18, designed to: inform parents how to better understand the effects of divorce; assist parents to understand the needs of their children; help parents learn what they can do to create a nurturing and safe environment so their children can recover and feel good about themselves; inform parents how to prevent destructive game playing that is common among divorce; help parents gain problem solving skills; and let parents know they are not alone. Other programs include: Lakota Circles of Hope, Disaster Relief, and Uplifting Parents.
