Services provided by this office are a last resort. If eligibility criteria are met, assistance may include burial assistance, medical expense assistance, utility assistance, and rent assistance.

Home Health Services include nursing, homemaker, personal, and hospice care. They also provide assistance to manage medications, hospital to home transition, physical therapy, occupational therapy, light housekeeping, shopping, meal preparation, and personal care. Additional services include newborn care at high risk or people of any age with significant issues.

Must be a resident of Lake County to qualify for assistance. Must fill out application in Welfare Office. Assistance is NOT immediate and must be approved by the County Commissioners at their next scheduled meeting after the application process. Poor relief assistance is the last resort. Must seek assistance from all other agencies and/or groups before applying. One-time assistance only in a 12-month period. Utilities: Must provide a notice of termination from the company/supplier. Available in limited amounts. Applicants must apply for Energy Assistance through the Office of Energy Assistance in Pierre, SD before we may assist. Maximum assistance of $420. Will not pay deposits, late fees or reconnect fees. Rent: Must provide an eviction notice. Housing assistance is available in limited amounts and is paid per scale of household members at a maximum of $500. Will not pay deposits, late fees, rent to immediate family members or rent for residents in subsidized housing. If resident must apply for SD Rental Assistance programs and/or low-income housing before the county may assist. Medical Bills: The hospital services received must constitute emergency, medically necessary services. The hospital and/or patient must demonstrate to the county that it has exhausted all avenues of payment, including the hospital accepting reasonable monthly payments from the patient. No assistance is available for one that has health care insurance. Non-emergency Services - the county does not cover this type of medical assistance. Such as non-emergency hospital/physician/specialist office visits and/or hospital services, medical equipment, medications, health insurance premiums, home health services, dental or eye care and childbirth. Any assistance approved creates a lien against the borrower/applicant and must be paid back to Lake County, SD.

Provides Public Health Nursing and Maternal Child Healthcare Services through various programs. General public health services include professional nursing and nutrition information and guidance on health, safety, and nutrition for individuals, families, and communities. Services such as influenza vaccinations and screenings for blood pressure, hearing, vision, and hemoglobin are available at a fee. Maternal Child Healthcare provides Infant Sleep Safety services, immunizations, and pregnancy support services. Infant Sleep Safety services provide education on infant safe sleep practices and link families to resources when the purchase of a crib is a financial hardship. ​Immunizations services are available for children from birth through age 18 for all universally recommended vaccinations including influenza. The Vaccines for Children's Program provides vaccines for children who are uninsured, have insurance that does not cover vaccinations, are Medicaid eligible, or are Native American or Alaskan Native. For families with insurance coverage, the Department of Health is an in-network provider for Sanford, Avera/Dakotacare, and Blue Cross/Blue Shield. ​Pregnancy Support Services include regular visits with a nurse to share information about pregnancy, to provide assistance in obtaining early and on-going prenatal care from a qualified healthcare provider, and to link women to resources they may need to support a healthy pregnancy. Teaching topics may include: how your body is changing and how your baby is growing; eating healthy and gaining the right amount of weight; warning signs or symptoms that indicate you should contact your doctor; breastfeeding education and support; and caring for you and your baby after delivery. The Watertown and Sisseton locations are also able to provide car seats for all ages at no cost.

Connecting neighbors in need with resources, including a local food pantry, gas vouchers, utility (including water, electric, and gas bills with a disconnection notice), and rent help. Love Inc is not income based, rather they are need based. If Love, Inc is unable to help, clients will be referred to the appropriate agency. Programs include: Friday Backpack Program (healthy snacks for weekends), Adopt-A-Student Backpack Program (supplies and backpack for the school year), personal care pantry, Helping Hands Baby Ministry, Love INC's Clothing Closet (a thrift store for the Canton community), and budgeting classes.

An evidence-based and practice informed program that has been shown to effectively influence components of grief and grief recovery. Based on over 40 years of practice dealing with grief and working one on one with grievers, the GRM program helps reduce grief by teaching grievers new skills on how to cope and process grief; how to confront old myths or unhelpful patterns of grieving; how to examine the ways in which grief has impacted their life through detailed assignments and exercises; and how to let go of pain from loss through the timely identification of apologies, forgiveness, and significant emotional statements, all within a helpful, supportive environment. There are 4 programs; 8-week support group, 7-week one on one, 4-week Helping Children Deal with Loss, and 6-week for Pet Loss. Wellness/Brain Health Coaching is a psycho-education program for working with a variety of issues such as depression, anxiety, self efficacy, ADD, ADHD, and addictions which address the four circles of health and healing: biology, psychology, social, and spiritual. Services can be offered by Skype, Zoom, and onsite. Contact by phone or email to discuss process and procedure.

ICAP Emergency Services helps with emergency utilities and rent (Not available to those residing in Sioux Falls) for income qualified households. Must meet all requirements. Also offers food pantry vouchers to those who qualify.

Caseworkers work with women who are going through an unplanned pregnancy. Support services are available to clients at no-cost. Includes: options counseling, evidence-based decision making, adoption planning, adoption parent selection, parenting preparedness program & courses, before & after birth support, mental health counseling, Medicaid & WIC applications, transportation assistance, case management, job application & resume writing, help with difficult family or partner communication, community & state resource connection, and referrals related to housing, substance use, and domestic violence.

Provides a full range of treatment and rehabilitation services for adults with severe mental illness. The goal is to prevent hospitalization and to provide support and education; which, in turn, promote optimal levels of independence in living and working in the community. Services include psychiatric and medication management services, CARE (continuous assistance with recovery and empowerment), case management, supportive counseling, assisted living, vocational services, homeless outreach program, and IMPACT (individualized mobile program for assertive community treatment) services. Client groups include DBT (Dialectical Behavior Therapy) and MRT (Moral Reconation Therapy).

Serving the citizens of the greater Canton area who are not close to a food pantry. This service is available to those in need up to 1 time per month. This pantry does not have any baby items available (i.e. diapers, formula, or baby food).

The Adolescent Addiction Recovery Unit provide inpatient and outpatient addiction recovery care for youth ages 12 to 17. Services include 24-Hour supervision, residential treatment, intensive counseling, and educational support.

Offers a wide range of services in general medicine, family medicine, geriatrics, minor surgical procedures, and routine annual exams. Services include physicals and annual exams, pre-employment physicals, wellness exams, athletic physicals, access to various specialists, biopsies and minor surgical procedures, urine drug testing, immunizations, patient education, preventive healthcare, and routine pre-natal and obstetrics care.

Investigates child abuse and neglect cases by working with the State's Attorney, law enforcement, and community resources to determine extent of alleged child abuse or neglect. Other services include adoptions, licensing of foster homes, assessment services, case management, and intensive family services. To report abuse or neglect, during regular business hours dial 877-244-0864. After business hours, contact local law enforcement.

Provides the following financial assistance: Economic Assistance: Provides emergency assistance to those in need. The amount of assistance granted is established in the County Guidelines and the Federal Poverty Level Guidelines. Economic assistance is not an on-going program, but is designed to address the immediate need. For all assistance granted, state statute requires that a lien is placed against the individual. Due to the attachment of a lien, the individual is encouraged to exhaust all other resources prior to making application with the county. The county will assist in making appropriate referrals and can act as an advocate on the individual's behalf. Types of assistance include: utility assistance (disconnect notice required), emergency transportation (gas voucher or but ticket), emergency shelter (one night hotel stay), and rent assistance (does not help with first months rent or rental deposit). Rent assistance is only for those individuals who have received a sheriff served 3-day eviction notice. Having the notice is required. Also, resident must have live in Davison County for at least 60 days. Medical Assistance: The county is a resource of last resort and requires that all other resources be exhausted first. Medical assistance is determined by a formula established in state statute. The individual's availability and affordability of health care coverage will be one determining factor of eligibility. All medical services must meet the criteria of medical necessity set by state statue. The county works directly with medical providers and past and current employers in assessing eligibility. The county must approve non-emergency medical procedures prior to the services being performed. The county investigates any potential third-party payee. If the county approves financial assistance, a repayment plan will be established. Types of assistance provided: medication assistance and hospital bill assistance. Funeral Assistance: Davison County Welfare provides financial assistance for funeral services and burials for qualified individuals.

Provides infant and toddler care, preschool and pre-kindergarten, school age (Uproar) and after school program (includes homework assistance), and summer school care (Uproar and Safari). Also offers Child Watch - short term child care while the parents are participating in YMCA activities or programs. Ages 6 weeks - 6 years old.

Pharmacy services include immunizations, prescription refills, health screenings, and a medication disposal drop box. - Medication disposal drop-boxes for expired, unused or unwanted controlled, non-controlled, and over the counter medications, including pet medications. Items that are NOT accepted include: trash, regulated medical waste, sharps, syringes, thermometers, hazardous waste, aerosols, illicit drugs, or commercial waste.

Individual, couples, children, and family counseling. Staff tailors treatment to support growth and healing. Treatment specializations include depression, anxiety, traumatic experiences/abuse, post traumatic stress (PTSD), attachment challenges, parenting support, grief and loss, work and career issues, stress management, and conflict resolution. Offers BrainPaint neurofeedback, hypnosis, eye movement desensitization and reprocessing (EMDR), parenting group, nurturing parenting program, play therapy, adoption, parent/child relationship, foster parent support, and neuropsychological evaluation for attention, executive functioning, and memory. Works with clients to determine what is best for their situation regarding telehealth.

ICAP Housing Services provides the following programs: Rapid Rehousing and Homeless Prevention Programs: aims to help two specific groups - persons who are at great risk of homelessness and those who have become homeless. Services that can be provided include case management, security deposit and rent assistance. These services are aimed at helping participants to retain their housing, therefore avoiding homelessness, or to re-enter appropriate permanent housing as quickly as possible. Housing Repair / Rehabilitation: Provides a zero-interest, five-year decreasing balance loan for eligible homeowners to be used for accessibility modifications for persons with disabilities, in addition to making necessary repairs for health, safety and code compliance. Self-Help Housing Rehabilitation: Eligible participants will work with program staff to identify their specific needs and to create a work plan. The Program Coordinator will find the best funding sources available to the homeowners and assist them throughout the process. Weatherization and Furnace Replacement Program: Aimed at making housing for low-income persons more energy-efficient and less costly for the residents. The residence is audited and a list of needs is developed. The program provides the materials and pays contractors for the labor to weatherize the home (caulk cracks, insulate, weather-strip, fix windows, etc.). Furnaces can be repaired or replaced, if not repairable, through the program. In addition, some inefficient/high-cost non-operating appliances (range / refrigerator / water heater) can also be replaced in certain circumstances. Homeless Rent and Deposit: Helping homeless households get into housing. Must provide steady and reliable source of income. Applicant must agree to case management services.

Clinic provides primary care, mental health, home based primary care, and telehealth services. No emergency services are provided at the clinic. Mental Health Services include individual, couples, and group psychotherapy The following programs and specialty care are available by telehealth: Returning Service Member Care Management, PTSD Care, Primary Care, Blind and Low Vision Rehabilitation, Mental Health Care, Military Sexual Trauma Care, and Women Veteran Care.

Individual and family counseling for issues involving depression, anxiety, grief and loss, ADHD, and PTSD. Therapist is also fully trained in eye movement desensitization and reprocessing (EMDR).

Provides individual counseling services working with clients ages 14 and up with autism spectrum, depression, anxiety, mood disorders, attachment disorders, relationship issues, grief and loss. Services include individual counseling, cognitive behavioral therapy (CBT), adolescent/youth counseling, parent counseling, and internet (tele-health) counseling.

Provides a variety of services including patient care, diagnostic services, support services, chemotherapy, emergency department, heart health, Planet Heart vascular and heart screening, nursing service, maternity care, medical/surgical, newborn nursery, pediatrics, respite care, swing bed, outpatient treatment, pain management, pregnancy and childbirth, rehabilitation services, cardiac rehab, occupational therapy, physical therapy, speech therapy, sleep study lab, surgical procedures, and telehealth.

Provides the following services - Advocacy: Teaches people with disabilities the skills needed to advocate for themselves. Independent Living Skills: Provides hands-on training in daily-living skills including cooking, budgeting, organizing, and more. Information and referral: Connects people with resources which can provide needed information to assist individuals to live independently. Peer counseling: Provides opportunities for people with disabilities to engage with others in small or large groups or on an individual basis. Transition: Facilitates the transition of individuals with disabilities from a nursing home to independent living; providing prevention services to individuals who choose to live independently and not in a nursing home or assisted-living setting; and assisting youth to gain skills as they transition into adulthood. Community Living Services: Assists individuals in obtaining accessible, affordable housing, transportation, and other community living services. Home Modifications Adaptive Devices: Provides home modifications and adaptive devices, which could include ramps, lift chairs, bathroom modifications, reachers, canes, walkers and more. Telecommunication Adaptive Devices: Provides adapted telecommunication services, which includes an emergency phone dialer. American's with Disabilities Act: Serves as educators and consultants for contractors, businesses, organizations, and individuals regarding the American with Disabilities Act (ADA) and its guidelines and requirements. Assistive Daily Living Services: Provides services for people ages 18 and older, with physical disabilities affecting all four limbs, who need assistance with daily living activities. Services include program education and support and personal attendant services. Home Again South Dakota: Provides options for older adults and/or people with disabilities living in nursing homes, hospitals, or long-term care facilities to enable them to successfully return to their homes and communities. Helps individuals identify barriers to living on their own, helps them find a place to live that meets their needs, and helps them find the services and supports they need to continue living independently.

Provides nursing facility care with 24-hour nursing services in a home-like atmosphere. Services include physical, occupational, and speech therapy, daily activities, nutrition services, hospice services and more. Facility is attached to Bowdle Healthcare Center hospital and clinic for easy access to medical and specialty services. ​
