Administers the Housing Choice Voucher program in Codington and Clark Counties. Applicants must meet income guidelines established by HUD and meet eligibility requirements with regard to a criminal background. When leased on the program clients will spend at least 30% of their adjusted monthly income but no more than 40% of their adjusted monthly income towards rent and utilities, with a minimum rent of $50. They are required to sign a one-year lease when admitted to the program. WHA owns and manages a 60 unit Hi-Rise building for elderly/disabled individuals and 25 scattered family units in Watertown under the Public Housing program. The PATH (Providing Access to Healing) Program provides school-based mental health counseling services in a partnership between LSS, local school districts, and the Sioux Empire United Way. PATH provides confidential, individual counseling sessions at the school for kindergarten through 12th grade students. Counseling sessions are held in a private room on-site at the school during regular school hours. Every effort is made to have as minimal impact as possible on the students daily routine. Counselors use accepted therapy practices that are appropriate for the student's age and challenges. A counseling session could include talking, art, games, movement, toys, or music as therapy tools. More than 40 schools in Sioux Falls, Harrisburg, Canton, Brandon Valley, Garretson, Dell Rapids, Baltic, Tea Area, Sioux Falls Catholic, West Central, and Tri-Valley are involved. Individual school participation varies.

The Cooperative exists for the purposes of providing appropriate educational services for all students and to offer, on a cooperative basis, educational services that school districts would not be able to provide as effectively, or as economically acting alone. Services are mostly provided on-site by professional staff. The Southeast Area Cooperative also houses the Birth to Three programs for Lincoln, Union, Yankton, and Clay counties. Children aged birth to up to three years of age may be eligible for early intervention services. Parents may contact the office to request a developmental screening. The Cooperative is an extension of all member school districts and is a legal entity separate from member school districts. Youth & Family Services (YFS) Rapid City Head Start is a federally funded, no-cost, parent-focused education program that serves low-income children, ages 4 weeks-5 years, and their families. Program goals include increasing social skills and school readiness for young children while increasing the self-sufficiency for families. YFS Rapid City Head Start gives priority to families who meet the household income guidelines or have children with disabilities. Income guidelines are established by the federal government each year. All services are free of charge for participants who qualify. Head Start® is a registered trademark of HHS.

Medical assistance programs include: ​Children's Health Insurance Program (CHIP): Coverage includes such things as doctor, hospital, prescription drugs, counseling, dental and glasses. Insurance for children up to age 19 at no cost to the family if the income is below certain income levels found on the Federal Poverty Guidelines. If the family income is below 140%, the children may be eligible with or without private health insurance. If there is insurance, CHIP will pay the deductibles, co-insurance, and possibly some medical services not covered by the private insurance. ​Medicaid: Health care coverage for people who qualify.
