Helping people identify long term situations that lead to assistance requests and to walk along side them as they bridge out of those situations. Provides assistance for those in the Whitewood area only (cannot assist individuals from Spearfish or other areas).  Services provided might include utility payments on a case by case basis, clothing, food, gas, financial education, training and education assistance, and micro-loans (0% interest) for rent deposit; amount must be repaid.

Offers assisted housing, public housing authority, security deposit and rental assistance for the elderly, people with disabling conditions, and families meeting low-income guidelines. Does not offer emergency housing assistance. Families pre-apply and are placed on the waiting list. As opening become available families are contacted. Founded on the belief that everyone deserves a home. Pathways offers four different shelter programs: - Night by Night Emergency Shelter: - 2 secured wings with beds for 10 men and 10 women. All individual men and women (including couples) seeking shelter will utilize this program. There is no cost. Bag searches and metal detector search will be performed upon entry. - Emergency Shelter for Families: - 8 rooms designated for households with children. Families will receive 30 days for free in a 12-month period. After 30 days, rent will be charged for extended stay. - Tier 2 Services: - 2 rooms designated for men and women seeking a more permanent residence and access to more services. To qualify for this program, individuals must be employed or be able to pay rent at the start. Total of 4 beds for women and 4 beds for men. - Community Transition Program: - Partnership with South Dakota Department of Corrections; provides 8 beds for men who are needing to re-enter the community. These individuals must follow the same guidelines for admission as other clients. Through the Emergency Solutions Grant, Pathways offers two programs: - Homeless Prevention - For individuals and families who are unable to pay their rent or utilities and will otherwise be displaced from their residence. Community Outreach assists people who are struggling with basic financial and non-financial needs by providing information, referral to other resources, and where appropriate, financial assistance in the following areas: - Rental/security deposit and/or 1st month's rent for people seeking housing Available once every 12 months - Prevention assistance: - Evictions ​Available once every 12 months. Must be past due. - Utility shut offs (for water, lights, and heating). Must be either past due or disconnected. Available twice a year. An ecumenical ministry supported by churches, Sioux Empire United Way, and other individual donors.

Guides soldiers and their families to the help they need through a one-stop call center for veterans. The Sea of Goodwill is one place that will have a list of all the various official and unofficial support services available to help veterans. This program helps veterans find assistance in the areas of; employment, housing, financial assistance, and mental and physical health needs. Available 24 hours per day, the Watertown Police Department 911 Center serves as the call center for the Sea of Goodwill.

The SSVF program provides homelessness prevention and rapid re-housing services to help Veteran families keep, or rapidly transition to permanent housing. Provides emergency assistance for those in either Minnehaha/Lincoln County with rent and deposits, Utility bills: Must have a disconnect notice for water, lights, or heating; Food and non-food items, Burial: Clients should begin by choosing a funeral home and meet with them prior to applying for assistance through Minnehaha County. Also provides transportation assistance, dental care, medical care (hospitalization) and Medications. Minnehaha County residents can also receive assistance with Shelter, Gasoline or bus ticket for transients/nonresidents stranded here and needing to get home. Out of town travel assistance is not offered to MC residents. Identification and or birth certificate (if needed for the purposes of obtaining employment/housing). The majority of assistance provided is in the form of a no-interest loan for which a lien is created. The client does not receive any bill from County but is expected to repay the debt, starting in a time frame created by the caseworker. Applicants can choose to walk-in to the office or receive a phone call to complete an interview. Those applying for transportation, medications or ID/BC assistance should come into the office to apply.
