Provides Public Health Nursing and Maternal Child Healthcare Services through various programs. General public health services include professional nursing and nutrition information and guidance on health, safety, and nutrition for individuals, families, and communities. Services such as influenza vaccinations and screenings for blood pressure, hearing, vision, and hemoglobin are available at a fee. Maternal Child Healthcare provides Infant Sleep Safety services, immunizations, and pregnancy support services. Infant Sleep Safety services provide education on infant safe sleep practices and link families to resources when the purchase of a crib is a financial hardship. ​Immunizations services are available for children from birth through age 18 for all universally recommended vaccinations including influenza. The Vaccines for Children's Program provides vaccines for children who are uninsured, have insurance that does not cover vaccinations, are Medicaid eligible, or are Native American or Alaskan Native. For families with insurance coverage, the Department of Health is an in-network provider for Sanford, Avera/Dakotacare, and Blue Cross/Blue Shield. ​Pregnancy Support Services include regular visits with a nurse to share information about pregnancy, to provide assistance in obtaining early and on-going prenatal care from a qualified healthcare provider, and to link women to resources they may need to support a healthy pregnancy. Teaching topics may include: how your body is changing and how your baby is growing; eating healthy and gaining the right amount of weight; warning signs or symptoms that indicate you should contact your doctor; breastfeeding education and support; and caring for you and your baby after delivery. The Watertown and Sisseton locations are also able to provide car seats for all ages at no cost.

The Ready to Start program is for children who are eligible for kindergarten but have not had access to pre-kindergarten services or have demonstrated a need for additional services prior to their first day of school. That may include children who were on the Head Start waiting list, who tested below basic skills on their kindergarten screening, or who may not be ready developmentally for kindergarten but will enroll due to cost savings associated with childcare. Ready to Start runs four half days per week for five weeks just prior to the start of the school year. Ready to Start classrooms include 15 students with one teacher and one assistant. Because consistent attendance is critical for the children, transportation is provided.

Youth & Family Services (YFS) Rapid City Head Start is a federally funded, no-cost, parent-focused education program that serves low-income children, ages 4 weeks-5 years, and their families. Program goals include increasing social skills and school readiness for young children while increasing the self-sufficiency for families. YFS Rapid City Head Start gives priority to families who meet the household income guidelines or have children with disabilities. Specialty areas include, anxiety, trauma, depression, life change, relationship challenges, post traumatic stress (PTSD), feeling stuck, family of origin challenges, abuse issues, confidence and self-esteem challenges, fertility challenges, parenting, postpartum anxiety or depression, sports performance, and career counseling. The EmBe offers a variety of youth programs including:
  • Girls on the Run (3rd - 5th grade girls): An afterschool program that helps girls understand themselves, value friendships and teamwork and recognize how they can shape the world at large. Lessons focus on building social, emotional and physical skills while encouraging healthy habits for life. Each season concludes with a non-competitive 5K run.
  • Heart and Sole (6th to 8th grade girls): A physical activity-based positive youth development program that develops life skills through dynamic interactive lessons and running games. The program culminates with the girls being physically and emotionally prepared to complete a celebratory 5K run. The program helps establish a lifetime appreciation of health and fitness.
Taekwondo (beginning at age 3): A Korean martial art which teaches courtesy, self-control, integrity, perseverance and strong spirit. This program is organized to promote discipline, confidence and focus through taekwondo and other styles of martial arts. Taekwondo at Embe is offered .
  • Youth Volleyball (3rd - 6th grade): Providing an opportunity to learn the skills of the game in a recreational, non-competitive, environment. EmBe and Kairos Elite Volleyball Club with Avera Sports collaborate to a provide a seamless experience that fits each child. 10-week leagues are available in the fall and winter. A four-week league is offered in the summer.
  • Babysitting Classes (11 - 15 years old): Designed for youth who want to gain knowledge and experience before entering the world of babysitting. Topics covered include what is expected from infants to school age children, activities to do with children of all ages, basic first aid and safety skills, when to ask for help, questions to ask before you agree to baby sit and experiential learning in EmBe's Childcare Center
Camp GOTR (Girls On The Run) (rising 3rd - 5th grade girls): A 4-day camp provides an opportunity for girls to build friendships while enjoying interactive games, physical activity, and creativity through arts and crafts and storytelling. Provides a unique opportunity for all girls, including those with a disability, to develop self-confidence, have fun with friends, and learn life skills. Participation in Girls on the Run during the school year is not a requirement for Camp GOTR..

A 24-hour residential and psychiatric treatment center serving emotionally disturbed and learning disabled children between the ages of 4-14. This program also provides special education services and intensive therapy for children and families who are experiencing difficulty at home, in school, or in the community. Services include day school and residential programs, evaluation services, family supportive services, consultation and training services. Madsen House is designed to provide comprehensive psychiatric diagnosis and assessments, as well as short-term treatment for children ages 4-14 with emotional and behavioral problems. Madsen House Intensive Unit is an eight-bed unit for children ages 4-14 who have severe or chronic emotional and behavioral disorders. Treatment includes psychiatric care, adaptive management, individual, group and family therapy and academic programming. Childcare teams consist of three counselors and one team coordinator, creating a ratio of one staff for every two children.
