ICAP Housing Services provides the following programs: Rapid Rehousing and Homeless Prevention Programs: aims to help two specific groups - persons who are at great risk of homelessness and those who have become homeless. Services that can be provided include case management, security deposit and rent assistance. These services are aimed at helping participants to retain their housing, therefore avoiding homelessness, or to re-enter appropriate permanent housing as quickly as possible. Housing Repair / Rehabilitation: Provides a zero-interest, five-year decreasing balance loan for eligible homeowners to be used for accessibility modifications for persons with disabilities, in addition to making necessary repairs for health, safety and code compliance. Self-Help Housing Rehabilitation: Eligible participants will work with program staff to identify their specific needs and to create a work plan. The Program Coordinator will find the best funding sources available to the homeowners and assist them throughout the process. Weatherization and Furnace Replacement Program: Aimed at making housing for low-income persons more energy-efficient and less costly for the residents. The residence is audited and a list of needs is developed. The program provides the materials and pays contractors for the labor to weatherize the home (caulk cracks, insulate, weather-strip, fix windows, etc.). Furnaces can be repaired or replaced, if not repairable, through the program. In addition, some inefficient/high-cost non-operating appliances (range / refrigerator / water heater) can also be replaced in certain circumstances. Homeless Rent and Deposit: Helping homeless households get into housing. Must provide steady and reliable source of income. Applicant must agree to case management services.

Providing a full continuum of mental health and treatment for substance use disorders. Services are available for all ages. Services include assessments, individual and family counseling, intensive outpatient substance use disorder treatment, residential treatment for pregnant and parenting women who face substance use disorders, transitional care and aftercare counseling for adults and adolescents, trauma-focused treatment for children/adolescents and their families impacted by traumatic events. This can address a multitude of circumstances including COVID-related trauma, physical/ /sexual/emotional abuse, witness of violence, household incarceration, family substance abuse, mental illness, parent separation or divorce, medical, grief or refugee trauma, and bullying, neglect, disasters and more. ​ Also offers MRT (Moral Recognition Therapy), CBISA (Cognitive Behavioral Intervention Substance Abuse), and Telehealth services.

Provides home care and nursing services to anyone 18 years or older who needs assistance with activities of daily living (ADLs) due to illness, injury, disability, or aging. Services take into consideration spiritual, physical and emotional needs. Services are individualized, trauma informed, holistic and strength based. Services are offered both face to face and via telehealth, which can be accessed with smart phone, tablet or computer. In-Shelter or Out-of-Shelter services provided to victims and survivors of domestic violence and sexual assault, and their families, so they can make decisions about their lives in a supportive, non-judgmental and empowering atmosphere. Ongoing advocacy is provided and assistance with obtaining resources to seek, or rebuild, a new and safe life. Provides courtroom advocacy, assist with protection orders, can provide interpretive services, and safety planning, and can assist with supplies for day-to-day living and setting up a new household. Children are welcome. Assistance with transportation needs can be addressed. Shelter can accommodate nine adults and several children.

TANF (Temporary Assistance for Needy Families) is a temporary public assistance work program administered by the Department of Social Services in partnership with the Department of Labor and Regulation.
