ICAP Housing Services provides the following programs: Rapid Rehousing and Homeless Prevention Programs: aims to help two specific groups - persons who are at great risk of homelessness and those who have become homeless. Services that can be provided include case management, security deposit and rent assistance. These services are aimed at helping participants to retain their housing, therefore avoiding homelessness, or to re-enter appropriate permanent housing as quickly as possible. Housing Repair / Rehabilitation: Provides a zero-interest, five-year decreasing balance loan for eligible homeowners to be used for accessibility modifications for persons with disabilities, in addition to making necessary repairs for health, safety and code compliance. Self-Help Housing Rehabilitation: Eligible participants will work with program staff to identify their specific needs and to create a work plan. The Program Coordinator will find the best funding sources available to the homeowners and assist them throughout the process. Weatherization and Furnace Replacement Program: Aimed at making housing for low-income persons more energy-efficient and less costly for the residents. The residence is audited and a list of needs is developed. The program provides the materials and pays contractors for the labor to weatherize the home (caulk cracks, insulate, weather-strip, fix windows, etc.). Furnaces can be repaired or replaced, if not repairable, through the program. In addition, some inefficient/high-cost non-operating appliances (range / refrigerator / water heater) can also be replaced in certain circumstances. Homeless Rent and Deposit: Helping homeless households get into housing. Must provide steady and reliable source of income. Applicant must agree to case management services.

The Division of Economic Assistance provides assistance to low income families who need help with child care costs while parents work or attend school, oversight, technical assistance, and support in promoting safe, healthy and caring environments for children through licensing, registration and quality improvement activities. Child Care Assistance applications are processed in Pierre, but can be dropped off at any DSS local office where they will be mailed to the Pierre office.

The program assists with household heating costs for propane and fuel oil July 1 - April 30. For electric and gas, meter readings October 1 - May 15 are eligible for payment. Energy funds are distributed on a first come first serve basis. Applications received after March 31 will be processed for the next heating season. The program is designed to provide a supplemental payment to the primary heating cost of a home. Eligibility and assistance amount is based on household income, heating type and region, and number of persons in household. In heating crisis situations, such as disconnect for primary heating source, refusal to deliver or cash on delivery, eviction (if heat is included in rent), or furnace problems, contact the office for emergency assistance. K-5 (Kindergarten through 5th Grade) provides care and programming outside of classroom hours in several locations in Sioux Falls, Brandon and Harrisburg. Activities are designed to meet each age level's academic, social and emotional needs. Signature programs offer additional options for character and leadership, health and wellness, sports and recreation and Education/STEM/Arts focus. Scholarships are available for families in need.

ICAP Children and Family Services include the following: Half Day Services: Eligible children ages 3 - 5 will receive 3 1/2 hours of center-based preschool, 4 days per week, September - May. (limited locations) EHS Home Based Services: A home visitor meets with eligible women who are pregnant and/or families with children under the age of 3 once per week for 1 1/2 hours (at a regularly scheduled time). Group socialization meetings are held twice per month. Child Development Center: Madison and Sioux Falls (ages 4 weeks - 3 years) can receive early childhood services and childcare each day year-round at ICAP's childcare center.

Investigates child abuse and neglect cases by working with the State's Attorney, law enforcement, and community resources to determine extent of alleged child abuse or neglect. Other services include adoptions, licensing of foster homes, assessment services, case management, and intensive family services. Provides fun activities for school-aged kids during the summer months. These include outdoor activities, swimming, sports, arts, crafts, games, and field trips. Each week has a theme that allows campers to learn more about the world's ecosystems through art, sporting, nature, and character development activities.

Home Health can help patients make a good transition from hospital to home, or receive the help and care they need at home. Services include physical and occupational therapy, medication management, wound care, IVs and central lines, personal care, light housekeeping and meal preparation.

Provides free lunch to any child ages 0-18 from Thursday, May 28, 2026 - Friday, August 7, 2026.There will be no meals served on Friday, July 3, 2026. ​ Note: All meals must be consumed on site and not taken out for consumption. Provides home care and nursing services to anyone 18 years or older who needs assistance with activities of daily living (ADLs) due to illness, injury, disability, or aging. Services include Family medicine, Internal medicine, Audiology/hearing aids, Bone density screenings, Concussion management, Counseling, Office-based surgery, Childhood & adult immunizations, Sports & pre-employment physicals, Laboratory, and X-ray.

Offering compassionate and comprehensive care for all patients. Services include annual physicals, immunizations, medication management, transitional care management, joint injections, lesion/wart removal, splinting/casting, and Behavioral Health appointments via telehealth. Same Day Appointments are available during regular business hours Monday to Friday as well as Urgent Care appointments on Saturdays.

Area teams provide free, nutritious, sack lunches to children up through high school graduation. The refrigerated lunches are available at the Custer YMCA. YMCA staff supervise the distribution of one lunch per child. There is no registration required and no eligibility limits.

Treatment approaches include cognitive behavioral therapy (CBT), family systems therapy, marital therapy, interpersonal therapy, mindfulness based, motivational interviewing, and solution focused brief counseling. Telehealth services available.

Provides Public Health Nursing and Maternal Child Healthcare Services through various programs. General public health services include professional nursing and nutrition information and guidance on health, safety, and nutrition for individuals, families, and communities. Services such as influenza vaccinations and screenings for blood pressure, hearing, vision, and hemoglobin are available at a fee. Maternal Child Healthcare provides Infant Sleep Safety services, immunizations, and pregnancy support services. Infant Sleep Safety services provide education on infant safe sleep practices and link families to resources when the purchase of a crib is a financial hardship. ​Immunizations services are available for children from birth through age 18 for all universally recommended vaccinations including influenza. The Vaccines for Children's Program provides vaccines for children who are uninsured, have insurance that does not cover vaccinations, are Medicaid eligible, or are Native American or Alaskan Native. For families with insurance coverage, the Department of Health is an in-network provider for Sanford, Avera/Dakotacare, and Blue Cross/Blue Shield. ​Pregnancy Support Services include regular visits with a nurse to share information about pregnancy, to provide assistance in obtaining early and on-going prenatal care from a qualified healthcare provider, and to link women to resources they may need to support a healthy pregnancy. Teaching topics may include: how your body is changing and how your baby is growing; eating healthy and gaining the right amount of weight; warning signs or symptoms that indicate you should contact your doctor; breastfeeding education and support; and caring for you and your baby after delivery. The Watertown and Sisseton locations are also able to provide car seats for all ages at no cost.

Provides marriage and family counseling, pregnancy counseling, grief counseling, trauma-informed counseling, career counseling, domestic violence/spouse/intimate partner abuse counseling, child abuse survivor counseling, parent counseling, and telemental health.

Loving School at Sioux Falls Children's Home and Owen School at Black Hills Children's Home serves students ages 4-14, in grades PreK through 8th grade, including children in the Sioux Falls and Black Hills Residential Treatment Program. Specializes in meeting educational needs relating to childhood trauma, attention deficit hyperactivity disorder, reactive attachment disorder, abuse and neglect, anxiety disorder, aggression, and parent-child challenges. Students receive individual and group therapy weekly and have access to medical care and psychiatric services, as needed. A student does not need an Individualized Education Plan (IEP) to be enrolled in Children's Home Society schools. If a student does have an IEP, the IEP is implemented and managed by Loving School staff or Owen School staff. Each student's treatment team meets quarterly to share progress and monitor treatment goals. Occupational Therapy and Speech/Language services are available as prescribed by an IEP.

Provide addictions assessments and mental health therapy to adolescents through adults. Community mental health center offering the following services: Moral Recognition Therapy (MRT) Group for adolescents and adults, Dialectical Behavioral Therapy (DBT), individual counseling, marriage and family counseling, psychotropic medication management, domestic violence evaluations and follow up services, psychiatric evaluations and medication management. Walk-in assessments are available at the Watertown and Sisseton locations. Also offers and telehealth services.
