The Council receives federal dollars that it then grants to other community agencies for projects benefiting people with developmental disabilities (DD), projects include funding for individuals with DD and their family members to attend workshops and conferences, Partners in Policy-Making, Youth Leadership Forum, SD Advocates for Change, and Information and Referrals.

The South Dakota Birth to Three Early Intervention Program supports children from birth until their third birthday who have developmental delays or disabilities and their families. Provides people and their families with services and supports to meet their unique needs. The Family Support 360 (FS360) Program is self-directed, which means the person and their family choose the services, the staff who provide them, and a schedule based on their needs. FS360 helps people and their family receive state-funded services and other community services, together with natural supports (extended family members, friends, neighbors, church congregations, and community organizations). Family Support Service Coordinators act as an advocate for you and your family. Services and supports include but are not limited to: service coordination, environmental accessibility adaptive equipment, vehicle modifications, companion services, supported employment, personal care, respite care, special medical adaptive equipment and supplies, nutritional supplements, specialized therapies, and recreational and social opportunities.

Focuses on empowering people with disabilities to live, work, and participate fully in their communities. Provides training, technical assistance, education, research, and services to promote best practices and build statewide and local community capacity. The team builds meaningful relationships with individuals with disabilities, their families, and the people they interact and work with on a day-to-day basis. Advocates for increased self-determination, independence, productivity, and a healthy and satisfying quality of life for self-advocates and the community at large. Programs and services include: Evaluation Clinics (Autism Spectrum Disorder Clinic, Fetal Alcohol Spectrum Disorders Clinic, LEND Developmental Clinic, and Transition in Action Clinic), Autism Spectrum Disorder program, Birth to Three Program, Fetal Alcohol Spectrum Disorders Program, LEND Program, RISE-UP Program, and Oyate Circle Program.

Providing personalized applied behavior analysis therapy to those who have an autism spectrum disorder diagnosis, developmental delay, anxiety, attention deficit hyperactivity disorder, obsessive compulsive disorder, depression, genetic disorders, sleep disorders, or other conditions. Services focus on skills like language, social interaction, daily living, and behavior replacement. This in-home therapy includes parent training and behavior consultations.

Family Support 360 (FS 360) helps people with intellectual and developmental disabilities and their families get the services they need to live in their own home and community as independently as possible. FS 360 is self-directed, which allows the person or their guardian to choose their staff and schedule based on their needs.

Issues treated include anxiety, depression, mood disorders, adjustment disorders, substance abuse disorders, domestic abuse/violence, grief and loss, trauma, relational issues, and significant life changes. Services provided to program participants include special education, adult day programs, vocational programs, home-based instruction, residential living facilities, consultations, psychiatric services, medication management, counseling, and transition program.

Provides full-service therapy directly to clients but also contracts with schools, medical clinics, government and other entities to actively work together on the same goals. Provides therapy in a natural setting where the child is most comfortable with a family-centered collaborative approach. This can be in the child's home, a clinical or daycare setting, or via teletherapy. An all volunteer organization which enables all families and other associated with an autistic, Asperger's or Pervasive Development Disorder to have access to support groups, meetings, and additional information and resources. Affiliate of the Autism Society of America. Services include support group meetings, summer sports camp, referral services, email support, and life skills support.

The Department of Human Services Guardianship Program provides guardianship and/or conservatorship services as a last resort to qualified individuals age 18 or older with an intellectual or developmental disability as defined in SDCL 27B-1-18 or qualified individuals in the Long Terms Services and Supports program. The South Dakota Department of Human Services may be appointed as a guardian, a conservator, or both, for adults with developmental disabilities under its care or to whom it is providing services or financial assistance, but only if there is no individual, nonprofit corporation, bank or trust company, or other public agency that is qualified to serve, as defined in SDCL 29A-5-110, or qualified individuals in the Long Terms Services and Supports program. The department also provides financial assistance for qualified individuals who are willing and qualified to serve as a guardian and/or conservator of up to $1,500.00 for the establishment of a guardianship or conservatorship through the Guardianship Establishment Program. Limited amount of funds for this program are available each year on a first come first served basis for qualified individuals.
