Head Start (and early head start) has a long tradition of success in helping at-risk children and their parents with school readiness, making certain that basic health needs are met and that social, emotional, and physical growth continues through life. Head Start programs follow the Early Learning Framework and monitor children's educational growth, as well as provide health and dental screenings. Head Start also supports parents through parenting classes and in setting and realizing education and job goals. They connect parents with resources to manage finances and education, in order to find the path out of poverty.

The Auditor is the keeper of County records and acts as a bookkeeper of County business. The Auditor is responsible for County Commissioner meetings including scheduling, agenda, business follow-up, preparing the County's budget, audit bills or other claims against the County and prepare the warrants in payment of these bills, figuring the mil levy, head election officer of the County, and notary public services available. All assistance is based on eligibility guidelines. All applicants are required by law to repay the county for assistance given, per SDCL 28-14. County is payer of last resort after all other resources have been utilized.

TeamMates is a school-based, one-to-one mentoring program that matches adult volunteers with students who have indicated interest in having a mentor. The focus of the mentoring relationship is for a mentor to build a positive relationship with a student as a caring adult figure to help them reach their full potential. Volunteer mentors focus on the positives in students to help them succeed. Students in TeamMates reflect improvement in attendance, behavior referrals, and academic performance. Head Start is a comprehensive child development program designed to assist families and their children during the developmental years of 3-5 years of age. The program provides for health care services, educational services, and special needs services for the enrolled child and the opportunity for parents to be engaged in the decision making processes that affect their child's readiness for school. Medical assistance programs include: ​Children's Health Insurance Program (CHIP): Coverage includes such things as doctor, hospital, prescription drugs, counseling, dental and glasses. Insurance for children up to age 19 at no cost to the family if the income is below certain income levels found on the Federal Poverty Guidelines. If the family income is below 140%, the children may be eligible with or without private health insurance. If there is insurance, CHIP will pay the deductibles, co-insurance, and possibly some medical services not covered by the private insurance. ​Medicaid: Health care coverage for people who qualify. To be eligible for Medicaid, individuals must fall into a coverage group and meet certain financial and non-financial eligibility criteria. Provides help for older adults and people with disabilities.
