This is a tenant-based voucher program for persons or families who are homeless and have struggled with chronic homelessness and suffer from severe and persistent mental health issues. It allows qualified individuals/families to receive rental assistance in the unit of their choice as long as it meets HUD's Housing Quality Standards. The assistance travels with the tenant and can be transferred anywhere within the city limits of Sioux Falls.
The client must agree to participate in case management.

Emergency Solutions Grant (ESG) program: aims to help two specific groups - persons who are at great risk of homelessness and those who have become homeless. Services that can be provided include case management, security deposit and rent assistance. These services are aimed at helping participants to retain their housing, therefore avoiding homelessness, or to re-enter appropriate permanent housing as quickly as possible.
Housing Repair / Rehabilitation: Provides a zero-interest, five-year decreasing balance loan for eligible homeowners to be used for accessibility modifications for persons with disabilities, in addition to making necessary repairs for health, safety and code compliance.
Self-Help Housing Rehabilitation: Eligible participants will work with program staff to identify their specific needs and to create a work plan. The Program Coordinator will find the best funding sources available to the homeowners and assist them throughout the process.
Weatherization and Furnace Replacement Program: Aimed at making housing for low-income persons more energy-efficient and less costly for the residents. The residence is audited and a list of needs is developed. The program provides the materials and pays contractors for the labor to weatherize the home (caulk cracks, insulate, weather-strip, fix windows, etc.). Furnaces can be repaired or replaced, if not repairable, through the program. In addition, some inefficient/high-cost non-operating appliances (range / refrigerator / water heater) can also be replaced in certain circumstances.

Genesis is a program designed to help low-income families or individuals become more financially self-sufficient. Participants are partnered with a case manager and trained volunteer mentors to focus on goal setting, budgeting, and lifestyle changes their goals require for a year. Mentors work with Genesis participants during an 18-week period to help them: set personal goals, increase financial knowledge; set and maintain a household budget, and pursue life changes needed to achieve their goals.
After the first 18- weeks are completed, participants will continue to work towards their goals with the guidance of the Genesis Program Manager until they complete a year in the program.
To qualify for the program, participants must have an adequate source of income to maintain their household; desire to make the lifestyle changes needed to retain their household; committed to meet with a case manager and volunteer Mentors who will assist them as they complete an 18-week financial literacy program and work on parenting or other daily living skills their personal goals require. The Society of St Vincent de Paul serves the community of Sioux Falls with various programs including outreach services providing financial and material support to those in need for necessities such as rent, utilities, food, shelter, clothing and more.
St. Vincent de Paul Society attempts to provide assistance to those in need (within Sioux Falls city limits) with:

if unable to purchase, call St. Vincent helpline to request voucher to Thrift Store via home visit

- 2024: Collaboration with United Way. August 15, 2024 at Contact Center 4:00pm - 6:00pm. Students must be enrolled in the Yankton School District. Deadline to register for a backpack is August 9, 2024.
Contact Center does not help with any kind of deposit (rent, utility, etc).

Must be a resident of Lake County to qualify for assistance. Must fill out application in Welfare Office. Assistance is NOT immediate and must be approved by the County Commissioners at their next scheduled meeting after the application process. Poor relief assistance is the last resort. Must seek assistance from all other agencies and/or groups before applying. One-time assistance only in a 12-month period.
Utilities: Must provide a notice of termination from the company/supplier. Available in limited amounts. Applicants must apply for Energy Assistance through the Office of Energy Assistance in Pierre, SD before we may assist. Maximum assistance of $420. Will not pay deposits, late fees or reconnect fees.
Rent: Must provide an eviction notice. Housing assistance is available in limited amounts and is paid per scale of household members at a maximum of $500. Will not pay deposits, late fees, rent to immediate family members or rent for residents in subsidized housing. If resident must apply for SD Rental Assistance programs and/or low-income housing before the county may assist.
Medical Bills: The hospital services received must constitute emergency, medically necessary services. The hospital and/or patient must demonstrate to the county that it has exhausted all avenues of payment, including the hospital accepting reasonable monthly payments from the patient. No assistance is available for one that has health care insurance.
Non-emergency Services - the county does not cover this type of medical assistance. Such as non-emergency hospital/physician/specialist office visits and/or hospital services, medical equipment, medications, health insurance premiums, home health services, dental or eye care and childbirth.
Any assistance approved creates a lien against the borrower/applicant and must be paid back to Lake County, SD.

Founded on the belief that everyone deserves a home. Pathways offers four different shelter programs:
- Night by Night Emergency Shelter:
- 2 secured wings with beds for 10 men and 10 women. All individual men and women (including couples) seeking shelter will utilize this program. There is no cost. Bag searches and metal detector search will be performed upon entry.
- Emergency Shelter for Families:
- 8 rooms designated for households with children. Families will receive 30 days for free in a 12-month period. After 30 days, rent will be charged for extended stay.
- Tier 2 Services:
- 2 rooms designated for men and women seeking a more permanent residence and access to more services. To qualify for this program, individuals must be employed or be able to pay rent at the start. Total of 4 beds for women and 4 beds for men.
- Community Transition Program:
- Partnership with South Dakota Department of Corrections; provides 8 beds for men who are needing to re-enter the community. These individuals must follow the same guidelines for admission as other clients.
Through the Emergency Solutions Grant, Pathways offers two programs:
- Homeless Prevention
- For individuals and families who are unable to pay their rent or utilities and will otherwise be displaced from their residence. Call staff to learn more about eligibility requirements.
- Rapid Re-housing
- For individuals who have found potential housing but may not yet have the funds to secure that housing. For those who are eligible, Pathways may be able to pay first month's rent, rental deposit and utility deposit. Call staff to learn more about eligibility requirements.
Funding through the Security Deposit Assistance Program allows Pathways to operate a program solely to assist with security deposits.

Offers the following emergency assistance as a very last resort (individuals must utilize all other local organizations before reaching out to Welfare):
- Economic Assistance - Rent / Utility shut offs (disconnects):
County does not help with deposits, of any kind, reconnect fees or previous/past bills.
BROWN COUNTY IS ASSISTANCE OF LAST RESORT. According to SD Codified Law - APPLICANTS MUST Apply and ACCEPT Assistance from ALL Other Organizations (The Journey Home, Salvation Army, local churches, family, bank etc.) BEFORE county will consider assistance (according to SDCL). Other organizations will assist without a repayment requirement, unlike county assistance which files a Lien against the individual(s) for any assistance received. Individual(s) applying or living in the same household cannot have an active warrant or unpaid lien. ANY Applicant who is unemployed without good cause will be denied. Federal poverty income guidelines apply.
One-time assistance allowed in a 12 month period for economic assistance. Assistance must be repaid, and failure to repay disqualifies from further assistance.
- Medical
Assistance is only for emergency hospitalizations for which the hospital provided the County a notice of hospitalization. Any other hospital or medical bills must be approved before the procedure is undertaken. Failure to sign up for health care insurance if that option is available and affordable will disqualify someone from assistance. No assistance with prescriptions, medical equipment or therapy(s).
Burial
All assistance received becomes a poor relief lien and is to be paid back to the county.
