Genesis is a program designed to help low-income families or individuals become more financially self-sufficient. Participants are partnered with a case manager and trained volunteer mentors to focus on goal setting, budgeting, and lifestyle changes their goals require for a year. Mentors work with Genesis participants during an 18-week period to help them: set personal goals, increase financial knowledge; set and maintain a household budget, and pursue life changes needed to achieve their goals. After the first 18- weeks are completed, participants will continue to work towards their goals with the guidance of the Genesis Program Manager until they complete a year in the program. To qualify for the program, participants must have an adequate source of income to maintain their household; desire to make the lifestyle changes needed to retain their household; committed to meet with a case manager and volunteer Mentors who will assist them as they complete an 18-week financial literacy program and work on parenting or other daily living skills their personal goals require. The Contact Center helps residents of Yankton County with the following: A food pantry Utility assistance, including past due and disconnect bills for water, lights, and heating Gasoline Partial rent Representative payee system Emergency medication assistance - Children's backpacks available. Typically available in August. 2024: Collaboration with United Way. August 15, 2024 at Contact Center 4:00pm - 6:00pm. Students must be enrolled in the Yankton School District. Deadline to register for a backpack is August 9, 2024. Contact Center does not help with any kind of deposit (rent, utility, etc).

ICAP Housing Services provides the following programs: ​Emergency Solutions Grant (ESG) program: aims to help two specific groups - persons who are at great risk of homelessness and those who have become homeless. Services that can be provided include case management, security deposit and rent assistance. These services are aimed at helping participants to retain their housing, therefore avoiding homelessness, or to re-enter appropriate permanent housing as quickly as possible. Housing Repair / Rehabilitation: Provides a zero-interest, five-year decreasing balance loan for eligible homeowners to be used for accessibility modifications for persons with disabilities, in addition to making necessary repairs for health, safety and code compliance. Self-Help Housing Rehabilitation: Eligible participants will work with program staff to identify their specific needs and to create a work plan. The Program Coordinator will find the best funding sources available to the homeowners and assist them throughout the process. Weatherization and Furnace Replacement Program: Aimed at making housing for low-income persons more energy-efficient and less costly for the residents. The residence is audited and a list of needs is developed. The program provides the materials and pays contractors for the labor to weatherize the home (caulk cracks, insulate, weather-strip, fix windows, etc.). Furnaces can be repaired or replaced, if not repairable, through the program. In addition, some inefficient/high-cost non-operating appliances (range / refrigerator / water heater) can also be replaced in certain circumstances. Homeless Rent and Deposit: Helping homeless households get into housing. Must provide steady and reliable source of income. Applicant must agree to case management services.

Economic Assistance: Emergency assistance program. Eligibility is based on state statute and county guidelines. The amount of assistance granted is established in the County Guidelines and the Federal Poverty Level Guidelines. For all assistance granted, state statute requires that a lien is placed against the individual. Economic assistance is not an on-going program, but is designed to address the immediate need. Due to the attachment of a lien, the individual is encouraged to exhaust all other resources prior to making application with the county. The county will assist in making appropriate referrals and can act as an advocate on the individual's behalf. - Types of assistance provided for qualified applicants: - Rent Assistance Does not help with 1st month's rent or a rental deposit. Assistance is only for those individuals who have received a sheriff served 3-day eviction notice. Having the notice is required. Also, resident must have live in Davison County for at least 60 days. Utilities (disconnect notice required) Emergency Transportation (gas voucher or bus ticket) Emergency Shelter (one night hotel stay) Medical Assistance The county is a resource of last resort and requires that all other resources be exhausted first. Medical assistance is determined by a formula established in state statute. The individual's availability and affordability of health care coverage will be one determining factor of eligibility. All medical services must meet the criteria of medical necessity set by state statue. The county works directly with medical providers and past and current employers in assessing eligibility. The county must approve non-emergency medical procedures prior to the services being performed. The county investigates any potential third-party payee. If the county approves financial assistance, a repayment plan will be established. - Types of assistance provided: Medication Hospital Funeral Assistance Davison County Welfare provides financial assistance for funeral services and burials for qualified individuals.

Provides rental and utility assistance for South Dakota residents. Assistance provided is not a loan and does not have to be paid back. Payment is made directly to the landlord or utility provider on the applicant's behalf. Funding amount is based on need. Must meet the following criteria: Income qualifications (vary by county) One or more individuals in the household has qualified for unemployment benefits, experienced a reduction in household income, incurred significant costs or experienced other financial hardship due to, or unexpected hardship. One or more individuals in the household have a past due utility bill, rent notice, or are able to prove that they are at risk of experiencing homelessness or housing instability. Link to Application To receive additional funding after their original assistance period has passed applicants should not complete a new application. The opportunity to apply for additional funding will appear on the applicant's dashboard when they become eligible to reapply. Applicants are also free to reach out to their caseworker directly with questions about additional funding.

My Neighbor serves as a bridge, offering assistance and resources through: information and referral; assessing the needs for financial assistance to include gaps and ensuring that the funding gets to those who truly have crisis needs, and using the available resources and tools to help solve situations, to prevent this same situation from re-surfacing, and to improve someone's situation for the long term and in essence creating a self-reliant member of the Brookings community. The program can cover some items that are not normally covered (i.e. daycare); it depends on the situation, but the key is based upon self sufficiency. Also, people do not qualify just because of income, low or otherwise, the eligibility comes from the specific case. This program is to be considered a LAST resort, meaning referrals will be given to clients to check out before any assistance is given.The program MAY BE ABLE TO HELP with the following: rent, rent deposit, utility bills that are current, past due, or disconnection notice for water, lights, heating, and trash, utility deposits for water, lights, and heating, daycare, small car repairs, car payment (if employed), and small health care needs. The program DOES NOT HELP with the following: cable, cell/phone, internet, shelter in the form of temporary housing or hotel stays, transportation in the form of gasoline, bus tickets, or taxi, personal needs such as furniture, clothing, laundry, personal or hygiene needs, Christmas presents, food or meals, and prescriptions My Neighbor program is for people that LIVE and WORK in Brookings.

The Auditor's Office is responsible for auditing all accounts and maintaining all financial records in and for Meade County. This includes preparing the annual budget, establishing levies and apportioning of all tax collections. Monthly audits of all cash and cash items in the hands of the County Treasurer and a verification of bank account balances are performed. Annual Financial Reports are prepared indicating the receipts and expenditures, liabilities and equity, and assets of the County. The Auditor is the clerk for the Board of County Commissioners and keeps an accurate record of their official proceedings including the Board of Equalization hearings. The Auditor preserves all documents, books, and records as required by law. Notary Public services available. Some fees may apply. The Auditor performs all the duties required by law relative to all County, State and Federal elections held in the County. The Auditor also maintains all records of voter registration and election history. As a last resort (meaning citizens have exhausted all other options), the Auditor's office might be able to provide assistance emergency rental payment situations.

If applying for rental or utility assistance, all other resources must have been exhausted first. Economic assistance is for current amounts only. No payment for deposits of any kind. Assists with rent assistance for eviction notices, utility assistance for disconnect notices, hotel stays (does not provide a homeless shelter), gasoline or bus pass for stranded motorists or for medical reasons, minor car repairs, assistance after a disaster (i.e. house fire, flood, etc.), and prescription assistance for qualifying medications. The needs of the individual/family will be assessed, and certain documentation may be required (ex. driver's license). After business hours, The Salvation Army of Brookings County works with the Brookings County Sheriff or City Police to help individuals and families in the case of an emergency/immediate need.
