Genesis is a program designed to help low-income families or individuals become more financially self-sufficient. Participants are partnered with a case manager and trained volunteer mentors to focus on goal setting, budgeting, and lifestyle changes their goals require for a year. Mentors work with Genesis participants during an 18-week period to help them: set personal goals, increase financial knowledge; set and maintain a household budget, and pursue life changes needed to achieve their goals. After the first 18- weeks are completed, participants will continue to work towards their goals with the guidance of the Genesis Program Manager until they complete a year in the program. To qualify for the program, participants must have an adequate source of income to maintain their household; desire to make the lifestyle changes needed to retain their household; committed to meet with a case manager and volunteer Mentors who will assist them as they complete an 18-week financial literacy program and work on parenting or other daily living skills their personal goals require. In addition, some inefficient/high-cost non-operating appliances (range / refrigerator / water heater) can also be replaced in certain circumstances. My Neighbor serves as a bridge, offering assistance and resources through: information and referral; assessing the needs for financial assistance to include gaps and ensuring that the funding gets to those who truly have crisis needs, and using the available resources and tools to help solve situations, to prevent this same situation from re-surfacing, and to improve someone's situation for the long term and in essence creating a self-reliant member of the Brookings community. The program can cover some items that are not normally covered (i.e. daycare); it depends on the situation, but the key is based upon self sufficiency. Also, people do not qualify just because of income, low or otherwise, the eligibility comes from the specific case. This program is to be considered a LAST resort, meaning referrals will be given to clients to check out before any assistance is given.The program MAY BE ABLE TO HELP with the following: rent, rent deposit, utility bills that are current, past due, or disconnection notice for water, lights, heating, and trash, utility deposits for water, lights, and heating, daycare, small car repairs, car payment (if employed), and small health care needs. The program DOES NOT HELP with the following: cable, cell/phone, internet, shelter in the form of temporary housing or hotel stays, transportation in the form of gasoline, bus tickets, or taxi, personal needs such as furniture, clothing, laundry, personal or hygiene needs, Christmas presents, food or meals, and prescriptions My Neighbor program is for people that LIVE and WORK in Brookings.

The county is a resource of last resort, available only after all other resources have been exhausted. Any applicant who receives assistance will have a lien filed in their name for that amount and will be responsible for repayment of that lien to the County. Requests for assistance with: - Rent - Partial assistance with rental deposits are very limited. - Mortgage - Partial assistance of one month's payment if applicant meets program qualifications. - Utilities - Partial assistance with past due bills for water, electric, natural gas and propane usage. - Additional utility charges and fees limited to the availability of grant funds. - Transportation Costs - Assistance with bus passes or gasoline for verifiable medical appointments or new employment. - Medical - Assistance may include emergency prescription medications, specialty physician services, hospitalizations, and insurance premiums. Services may require prior approval. - Burial or Cremation - Pennington County residents without resources or family members to assist.

Does not offer emergency housing assistance. Families pre-apply and are placed on the waiting list. As opening become available families are contacted. Families are given a voucher to rent with in the community or rent an apartment or home from HRCP. Yearly qualifications are required from the tenant to maintain tenancy. The rent payment assistance has a waiting list and is not an emergency rent payment assistance option.

Self-Help Housing Rehabilitation: Eligible participants will work with program staff to identify their specific needs and to create a work plan. The Program Coordinator will find the best funding sources available to the homeowners and assist them throughout the process. Weatherization and Furnace Replacement Program: Aimed at making housing for low-income persons more energy-efficient and less costly for the residents. The residence is audited and a list of needs is developed. The program provides the materials and pays contractors for the labor to weatherize the home (caulk cracks, insulate, weather-strip, fix windows, etc.). Furnaces can be repaired or replaced, if not repairable, through the program. In addition, some inefficient/high-cost non-operating appliances (range / refrigerator / water heater) can also be replaced in certain circumstances. Homeless Rent and Deposit: Helping homeless households get into housing. Must provide steady and reliable source of income. Applicant must agree to case management services.

ICAP Housing Services provides the following programs: ​Emergency Solutions Grant (ESG) program: aims to help two specific groups - persons who are at great risk of homelessness and those who have become homeless. Services that can be provided include case management, security deposit and rent assistance. These services are aimed at helping participants to retain their housing, therefore avoiding homelessness, or to re-enter appropriate permanent housing as quickly as possible. Housing Repair / Rehabilitation: Provides a zero-interest, five-year decreasing balance loan for eligible homeowners to be used for accessibility modifications for persons with disabilities, in addition to making necessary repairs for health, safety and code compliance.
