Community Outreach assists people who are struggling with basic financial and non-financial needs by providing information, referral to other resources, and where appropriate, financial assistance in the following areas: - Rental/security deposit and/or 1st month's rent for people seeking housing Available once every 12 months - Prevention assistance: - Evictions ​Available once every 12 months. Must be past due. - Utility shut offs (for water, lights, and heating). Must be either past due or disconnected. Available twice a year. An ecumenical ministry supported by churches, Sioux Empire United Way, and other individual donors.

Offers assisted housing, public housing authority, security deposit and rental assistance for the elderly, people with disabling conditions, and families meeting low-income guidelines. Does not offer emergency housing assistance. Families pre-apply and are placed on the waiting list. As opening become available families are contacted. Families are given a voucher to rent with in the community or rent an apartment or home from HRCP. Yearly qualifications are required from the tenant to maintain tenancy. Guides soldiers and their families to the help they need through a one-stop call center for veterans. The Sea of Goodwill is one place that will have a list of all the various official and unofficial support services available to help veterans. This program helps veterans find assistance in the areas of; employment, housing, financial assistance, and mental and physical health needs. Available 24 hours per day, the Watertown Police Department 911 Center serves as the call center for the Sea of Goodwill.

Provides resources to help those experiencing a housing crisis and/or homelessness through Emergency Solutions Grants (ESG). These grants assist people to quickly regain stability in permanent housing. Funding for individuals requesting assistance will be based on priority and availability of ESG program funds. ESG funds are designated to serve individuals/families that are at risk of becoming homeless who are currently homeless.
