Senior Citizens 60 and over in Clay County can receive a monthly food box through the Commodity Supplemental Food Program (CSFP). Senior Food Boxes contains the following food items: 2 pound block of Cheese, Juice, Shelf stable or powdered milk, Cereal, Canned Fruits, Canned Vegetables, Pasta or rice, and a canned meat or entree such as beef stew or chili. ICAP Children and Family Services include the following: Half Day Services: Eligible children ages 3 - 5 will receive 3 1/2 hours of center-based preschool, 4 days per week, September - May. (limited locations) EHS Home Based Services: A home visitor meets with eligible women who are pregnant and/or families with children under the age of 3 once per week for 1 1/2 hours (at a regularly scheduled time). Group socialization meetings are held twice per month. Child Development Center: Madison and Sioux Falls (ages 4 weeks - 3 years) can receive early childhood services and childcare each day year-round at ICAP's childcare center.

ICAP Emergency Services helps with emergency utilities and rent (Rent assistance is NOT available to those residing in Sioux Falls) for income qualified households. Must meet all requirements. Also offers food pantry vouchers to those who qualify (cannot receive SNAP).

Supplemental Nutritional Assistance Program (SNAP) is a supplemental food program that enables eligible households to obtain a more nutritious diet. Eligibility is determined by income, resources, and household size. Lost, stolen, or damaged EBT (SNAP) cards must call customer service to report the loss of your card. You will need to enter the card number. If you do not have the card, stay on the line for a second prompt and press 2. Reporting an EBT card as lost, stolen, or damaged will result in that card being declined.

Offers shelter and services for the victims of domestic abuse and sexual assault; with the goal to build self-esteem and confidence so they may live freely and independently as is their God-given right. Services include shelter, 24-hour hotline, food, transportation, counseling, assistance with housing search, assistance with job search, assistance with legal situations, and keeping all information confidential. ​Support group available for victims of abuse and sexual assault facilitated by a licensed counselor for those who have left the abuser, are still living with the abuser but need help to survive, and for those who need to know what to do next. Programs include Common Sense Parenting which is a step-by-step guide for raising responsible children and providing skills to help parents build strong, healthy families. Parenting classes can be arranged for non-English speaking people. Class times vary, call for information.

Coordinating community members needs with available assistance from local churches. Programs include food pantries, diapers, personal care items, and life skills classes. Some services require participation in programming.

Outpatient Services - Individual therapy (for mental health or substance use), Family therapy, Group therapy, Medication management, Psychological assessments and testing, Commitment evaluations, Nursing home consultations, and 24-hour a day crisis intervention via crisis line. Walk in assessments available during regular business hours at the Yankton and Vermillion locations. CARE Club - Program for individuals with a mental health disability (i.e. schizophrenia, bipolar disorder, anxiety and borderline personality) who live in the community. CARE club provides support, assistance, interaction with others and the opportunity to improve consumers existing skills and develop new coping skills. Children's Services - Provides child centered therapeutic services in the home or office. This program provides mental health services to children with Serious Emotional Disturbance (SED). The parents, families, and surrogate families of children with SED participate in all aspects of evaluation, planning and delivery of services. Works closely with child-serving agencies and programs.

Services include alcohol and drug evaluations, referrals to inpatient or outpatient facilities, low intensity outpatient treatment, 6 week program, Moral Reconation Therapy, DUI Classes for Standing Rock Tribal Court only, Aftercare, adolescent program, community awareness programs, and Positive Indian Parenting.

The boutique is a non-profit endeavor to assist persons in the community who may find themselves in a disadvantaged position. A free-will offering is accepted and any money received is put back into the boutique for clothing or supplies.

Teaching topics may include: how your body is changing and how your baby is growing; eating healthy and gaining the right amount of weight; warning signs or symptoms that indicate you should contact your doctor; breastfeeding education and support; and caring for you and your baby after delivery. The Watertown and Sisseton locations are also able to provide car seats for all ages at no cost.

Also provides mental health counseling to individuals to treat issues including depression, anxiety, life-adjustment stressors, grief and loss, trauma, substance use disorders, and behavioral addictions. Medical assistance programs include: ​Children's Health Insurance Program (CHIP): Coverage includes such things as doctor, hospital, prescription drugs, counseling, dental and glasses. Insurance for children up to age 19 at no cost to the family if the income is below certain income levels found on the Federal Poverty Guidelines. If the family income is below 140%, the children may be eligible with or without private health insurance. If there is insurance, CHIP will pay the deductibles, co-insurance, and possibly some medical services not covered by the private insurance. ​Medicaid: Health care coverage for people who qualify. To be eligible for Medicaid, individuals must fall into a coverage group and meet certain financial and non-financial eligibility criteria. Provides help for older adults and people with disabilities.
