Eligibility for the programs are determined by income, and family size (based on county of residence). HUD certified counselors can help people walk through this process, from start to finish. Home must be on a permanent foundation to qualify for program. Manufactured homes on rented lots are not eligible properties. Eligible properties must be owner occupied. The property must be located on a permanent foundation, and the occupant must own the land or have qualifying land lease.

A week long day camp for children ages 8 - 13. Gives kids the opportunity to experience water recreation in a fun and safe learning environment. Program is designed to help build skills of children with little or no experience in water sports, or to reinforce skills in children who are veterans to the water. Provides resources to help those experiencing a housing crisis and/or homelessness through Emergency Solutions Grants (ESG). These grants assist people to quickly regain stability in permanent housing. Funding for individuals requesting assistance will be based on priority and availability of ESG program funds. ESG funds are designated to serve individuals/families that are at risk of becoming homeless who are currently homeless. Types of assistance include housing relocation and stabilization services, financial assistance, and short and medium term rental assistance which includes rental application fee assistance, security deposit assistance, pro-rated first month's rent, rental assistance up to 24 months, and past due rent and utilities assistance.

ICAP Housing Services provides the following programs: Rapid Rehousing and Homeless Prevention Programs: aims to help two specific groups - persons who are at great risk of homelessness and those who have become homeless. Services that can be provided include case management, security deposit and rent assistance. These services are aimed at helping participants to retain their housing, therefore avoiding homelessness, or to re-enter appropriate permanent housing as quickly as possible. Housing Repair / Rehabilitation: Provides a zero-interest, five-year decreasing balance loan for eligible homeowners to be used for accessibility modifications for persons with disabilities, in addition to making necessary repairs for health, safety and code compliance. Self-Help Housing Rehabilitation: Eligible participants will work with program staff to identify their specific needs and to create a work plan. The Program Coordinator will find the best funding sources available to the homeowners and assist them throughout the process. Weatherization and Furnace Replacement Program: Aimed at making housing for low-income persons more energy-efficient and less costly for the residents. The residence is audited and a list of needs is developed. The program provides the materials and pays contractors for the labor to weatherize the home (caulk cracks, insulate, weather-strip, fix windows, etc.). Furnaces can be repaired or replaced, if not repairable, through the program. In addition, some inefficient/high-cost non-operating appliances (range / refrigerator / water heater) can also be replaced in certain circumstances. Homeless Rent and Deposit: Helping homeless households get into housing. Must provide steady and reliable source of income. Applicant must agree to case management services.
