Birthparent Counseling Program provides options counseling to assist birth parents who are in an unintended/crisis pregnancy in reaching decisions regarding their futures and the future of the child. Services to birth parents are free of charge. Services are available anywhere in South Dakota, LSS can travel to meet with birth parents.
Parenting and adoption options are explored:
If parenting is the decision, the counselor will assist in setting up community resources.
If adoption is the decision, the birth parent can choose from adoptive parent profiles, including pictures and information about the family.
The birthparent also can choose what degree of openness they want in the adoption plan. LSS does provide both open and closed/confidential adoption.
The purpose of this program is to assist birthparents in reaching a permanent plan for themselves and their child.
Adoption Program provides options for those desiring to pursue having a family, including Infant Domestic Program and International Adoption Program.
Training and Home Study Services are provided prior to placement of a child.

Half Day Services: Eligible children ages 3 - 5 will receive 3 1/2 hours of center-based preschool, 4 days per week, September - May. (limited locations)
EHS Home Based Services: A home visitor meets with eligible women who are pregnant and/or families with children under the age of 3 once per week for 1 1/2 hours (at a regularly scheduled time). Group socialization meetings are held twice per month.
Child Development Center: Madison and Sioux Falls (ages 4 weeks - 3 years) can receive early childhood services and childcare each day year-round at ICAP's childcare center.

The Dysphagia Food Bank provides tangible assistance to low income individuals with dysphagia across the lifespan by providing access to thickeners, pre-modified foods, therapy tools, oral care supplies, and adaptive equipment. Provides Public Health Nursing and Maternal Child Healthcare Services through various programs.
General public health services include professional nursing and nutrition information and guidance on health, safety, and nutrition for individuals, families, and communities. Services such as influenza vaccinations and screenings for blood pressure, hearing, vision, and hemoglobin are available at a fee.
Maternal Child Healthcare provides Infant Sleep Safety services, immunizations, and pregnancy support services. Infant Sleep Safety services provide education on infant safe sleep practices and link families to resources when the purchase of a crib is a financial hardship.
Immunizations services are available for children from birth through age 18 for all universally recommended vaccinations including influenza. The Vaccines for Children's Program provides vaccines for children who are uninsured, have insurance that does not cover vaccinations, are Medicaid eligible, or are Native American or Alaskan Native. For families with insurance coverage, the Department of Health is an in-network provider for Sanford, Avera/Dakotacare, and Blue Cross/Blue Shield.
Pregnancy Support Services include regular visits with a nurse to share information about pregnancy, to provide assistance in obtaining early and on-going prenatal care from a qualified healthcare provider, and to link women to resources they may need to support a healthy pregnancy. Teaching topics may include: how your body is changing and how your baby is growing; eating healthy and gaining the right amount of weight; warning signs or symptoms that indicate you should contact your doctor; breastfeeding education and support; and caring for you and your baby after delivery.
The Watertown and Sisseton locations are also able to provide car seats for all ages at no cost.

The Home Essential Repair programs are efforts to serve low-income homeowners who struggle to maintain their homes and keep aging community members in their homes for as long as possible. This program focuses on exterior home repair services such as painting, minor exterior repairs, landscaping, weather stripping and exterior cleanup. There is also interior repair and renovation. The assistance this program offers is separate from the home build program. Qualified candidates must be able to pay and partner on the project, as they work alongside our professionals and other volunteers. Projects are completed using donated materials, and low-interest loans (if needed) so that a homeowner can live safely and independently their homes.
The Home Preservation program is offered to assist homeowners who are physically unable to complete repairs on their own or may need assistance in funding repairs. This assistance allows homeowners the ability to stay in their home for further years and continue to build equity and pride in the home. The Home Preservation program has a target audience of adults aged 65 and older who require assistance to age in place.

Provides the following financial assistance:
Economic Assistance: Provides emergency assistance to those in need. The amount of assistance granted is established in the County Guidelines and the Federal Poverty Level Guidelines. Economic assistance is not an on-going program, but is designed to address the immediate need. For all assistance granted, state statute requires that a lien is placed against the individual. Due to the attachment of a lien, the individual is encouraged to exhaust all other resources prior to making application with the county. The county will assist in making appropriate referrals and can act as an advocate on the individual's behalf. Types of assistance include: utility assistance (disconnect notice required), emergency transportation (gas voucher or but ticket), emergency shelter (one night hotel stay), and rent assistance (does not help with first months rent or rental deposit). Rent assistance is only for those individuals who have received a sheriff served 3-day eviction notice. Having the notice is required. Also, resident must have live in Davison County for at least 60 days.
Medical Assistance: The county is a resource of last resort and requires that all other resources be exhausted first. Medical assistance is determined by a formula established in state statute. The individual's availability and affordability of health care coverage will be one determining factor of eligibility. All medical services must meet the criteria of medical necessity set by state statue. The county works directly with medical providers and past and current employers in assessing eligibility. The county must approve non-emergency medical procedures prior to the services being performed. The county investigates any potential third-party payee. If the county approves financial assistance, a repayment plan will be established. Types of assistance provided: medication assistance and hospital bill assistance.
Funeral Assistance: Davison County Welfare provides financial assistance for funeral services and burials for qualified individuals.
